I'm going to suggest that this is probably more of Windows than
Seamonkey. The one thing that you could check in SeaMonkey would be
Safe Mode (Help -> Restart with add-ons disabled), just to make sure
that there aren't any extensions that are misbehaving. Possible, but I
think doubtful.
For Windows issues, the only thing that I'll mention here is that it's
worth taking a look at what things that are auto-launching when you log
in. My suspicion is that you may have a bunch of stuff that's launching
that really doesn't need to be active from the moment of login, even if
it's legitimate stuff. In Win 7 go to a command prompt and run MSCONFIG
then take a look at the Startup tab. Or run CCleaner, and go to Tools
and select Startup. Either will show what's launching, and give you the
option of disabling auto-launching (but not disabling the program).
One place to get good feedback would be the newsgroups connected to
Steve Gibson's grc.com, at news.grc.com, especially the grc.techtalk
newsgroup. To limit spam, those newsgroups require you to set up a user
ID. GRC's newsgroups page will have good info on how to do that.
Now back to discussions that are directly related to Seamonkey.
