Ray, where are these "New, Edit, Clone" buttons that you
refer to??
In my Win7 SM 2.49.5 (check sig file), if I go to Tools
-> Password Manager -> Manage Stored Passwords, I
don't see these "New, Edit, Clone" buttons.
Are they something installed by your "Saved Password"
add-on??

Seems the add-on no longer works. I would look into the error
log and see if messages are logged there for it during startup
on when you click a button. Might be an easy fixer or not.

Ray D is using Seamonkey 2.49.5 (under Windows 7, not that that
matters).
I've been using it since June 2016 - A number of previous versions
of SM without problems - still working.
