I have turned on all logging and set debug log level.

     I notice that when I start up all NodeAnnouncements fail, saying
     they are blocked.  What is the significance of this?  

     I see many authorization errors.  
     For instance:

'I/O error during outbound auth: java.net.SocketException: Socket
closed'

and 

'authentication timed out (terminal)'
