I think I saw similar behavior with Phoenix, a browser-only Mozilla
derivative, but only once, and a while ago, so I can't really provide
any decent bug report on that. But I imagine skipDS stands for "Skip
data store", so one can verify that a FEC file is available beyond the
local machine.
