Perhaps you are misinterpretting "online". I meant on your computer as a
searchable ebase database - not on the internet. Certainly the database can
and should have urls pointing to internet resources, but unless you have a
high speed line - such usage would be way too slow for many people. A
central component of what I suggested is that each group customize their
help text to their organization. This would require too much infrastructure
for an internet solution. But there does need to be a way to seamlessly
update portions of the help text from the internet, e.g. like the antivirus
programs keep you up-to-date.
