One reason to keep them is because these people have shown an interest in
your issue(s) and know a bit about you; therefore you have a big foot in the
door with them that you don't with other lists.

Definitely do something to tag them right away. Plus, if this will/is an
ongoing program bringing in new prospects regularly, then adding a field
(Data entry tab, or create a Custom layout) would be an important tool for
future solicitations.

Good basic plan, but (isn't there always one!) you might not want to
eliminate them after just one solicitation. Sometimes people have to be
asked more than once.
