Seems to me ebase should operate as you have described - member level 
is affected only by payments coded Dues in Payment For field. Are you 
entering Contribution in the Payment For field? If so, I'd check the 
definition of the relationship Dues in the names file, and the field 
definition Sum:MemberLevel in the names file, and the field LevelCalc 
in the payments file to see that they use Dues payments only.
