You don't say whether you are using FileMaker or the runtime application provided with the downloaded files. In either case, it's possible you had other applications running when you tried to launch, and there was not enough free memory. The memory requirement refers to free memory, not the total on the machine. That is, not only do you need 16Mb on the machine, but a substantial chunk of that (8Mb or so) needs to be available, not taken up by other applications or the system.
