I think the reason is that the Thank you letter is the end of the transaction.
1. You solicit a contribution (or action) with a solicitation letter 
or email, which is recorded in the contacts record and assigned a 
source code.
2. The constituent responds with a check or action, which you record 
in payments or actions, with the appropriate source code so you can 
track the effectiveness of your solicitations.
3. You close with a Thank you. There is a Thank Date field in the 
payments file in which you can record the date of the thankyou letter.
