I tried this at one point.  There may be other ways around this, but
what I found was that each posted payment that you want to change would
need to be updated using the Update Status button on the View Payment
Entry screen.  This does, in fact, update that payment to the new
membership level.  For many payments, you'd want to write a script to do
this.  

But as I looked into this problem, I found that you may not want to do
monkey with it.  Past payments made under a past membership level
shouldn't change just because you've updated your levels.  Under Walt's
scenario, someone who gave at the $16 level when the levels were member
= $10-20 is a member, not a sponsor.  

The more likely scenario is that you increase the dollar amounts for
your levels such that someone who gave at the $25 "sponsor" level last
year would be changed to a regular "member" level under the new system. 
But in my view, these folks should not be "penalized" just because you
changed the membership levels.  Changes in status after a payment is
received should not affect the standing of those people who in good
faith gave at a particular level.  Their subsequent payments will
reflect the new levels, and they will fall into the right categories
from that point on.

As for reporting on payments at a given membership level, you probably
want to represent the intent of the donors, so showing more "members" or
"sponsors" than is true based on receipts shouldn't be a problem.  There
are other reports for providing the dollars received.
