Walt,
I use the newsletter flag only to flag non-members who should get the
newsletter and members who request not to get the newsletter.
Otherwise, current and grace members get the newsletter. Then the
search criteria is simple, even for complimentary members (who should
automatically get renewal/join notices after they expire).
