If you mean "importing the data CONTENTS of a FileMaker file into Ebase", 
it sure is doable.

If you're using FM V5, and have a Excel spreadsheet which has column names 
in the first row which match the names of the appropriate Ebase import 
fields, you can specify that FileMaker automatically match fields by name 
upon import.  It works pretty nicely!

I think someone else mentioned using CSV files as a transport vehicle. This 
works reliably, but as I understand it you won't have the "automatic field 
name matching" capacities that you have when you import from an Excel file 
using FM V5.  So you're stuck with the task of matching input fields to 
Ebase import fields by hand, and this can get tedious if you're handling a 
lot of fields, or making imports frequently with differing import fields.

We've automated a lot of the contact information flow in one of the 
organizations I work with to take advantage of this feature.  We use a 
script to export data to Lotus 1-2-3 format;  copy this data into an Excel 
spreadsheet template with appropriate column names; and send the Excel 
spreadsheet to local representatives who modifiy the spreadsheeet and 
return to the database operators.  Importing the data is a breeze.
