The names database tracks add date, time, by  and modify date, time, by.
The payment database tracks the same except it does not track modify by.

Look at the definition of modify by in names and add a new field modify by
to payments with the same definition (most important is the autoenter
value.)

The next step is to either do what I did or train your users to always bring
up the filemaker Edit-> Preferences ->Application preferences and fill in
their name in User name field before they start work for the session. This
value is initialized to the login name of the person on the machine but in
an environment where people share machines, it is rarely set right. I insure
that this happens by telling our users to start ebase with start.102 instead
of ebase.102. This file has a startup script with prompts them for their
name and then opens ebase (plus a few other local things). The good news is
that Version 2 will prompt people to login as a builtin feature.

We also have a "proof reading" layout that we run daily that prints out the
essential fields of new or changed records for the day. Handwriting is
notoriously unreadable so it helps us get clean data by having a volunteer
proof read the original paper against the proof read layout of what got
entered. It helps if this is a different person than the one who did the
data entry.

We are actively working on even stronger verification of correct entry.
There are programs that will test an email address to see if it is valid
(more than a syntax check) without sending them any mail. You can also
purchase the USPS Zipcode database which catches illegal addresses (as well
as CASS certifying them and filling in the zip+4, etc.) Both of these cost
money so you have to have enough members to make it worthwhile.
