A merge field gets formatted with the text block in which it's 
embedded. Select the entire text block with the arrow tool, and 
select the format you want from the Format menu (in this case it's 
probably number, and uncheck the currency option).

And yes, that means you can't format a payment amount as $$ and a 
record number as an integer in the same text block.
