I sounds like you don't need any of eBase. eBase is just an application that
runs on FileMaker that has a focus on membership/activism/development, etc.
You can certainly write your own application on FileMaker and use it with
web access. You may want to get a more recent version of FileMaker however
as they have better web support.
The hard part (for post people) is arranging to have a web server on the
internet. Once you have that, there are many options for creating small
applications.
