I agree with Eric.  The security you can have with Filemaker is very limited.  The 
main advantage with FMP is all of the desktop-style tools you get to work with (for 
printing, designing reports, building GUI's, etc.)  But since this just sounds like a 
simple enter-via-form-and-submit, I would think this is the kind of thing you might 
want to build with an SQL back-end (mySQL, PostGre, etc.) and a server-side middle 
(PHP, perl, etc.).  (All of the software mentioned so far is Open Source - i.e., free 
- although their are commercial alternatives to all of it too.)  From the sounds of 
it, I would think that an experienced dynamic-website builder could take care of this 
in no time flat.   And they could build in much better security.
