This has got me totally stumped. A group that I work with is using ebase, hosted from a windows 95 machine. At one of their workstations, running windows 2000 pro, when logged in as a normal user, Ebase is accessible, but doesn't open all the files, nor does it really appear to be opening the files from the network (but that's just my subjective observation based on the fact that it loads very quickly -- unusal for Ebase and their network). The strange thing is that when logged in to the win2k machine as Administrator (and only as Administrator, not any other account in the Admin group), all files are accessible.
