Welcome to the Weird world of FileMaker!  First check out your impression.
Do a search for files or folders matching *.103 (or which ever version you
have) to see if there are copies of the xxx.10x files on the Win 2000
machine. If it is loading ebase from a Win 95 host there should be no copies
of ebase files on the Win 2000 machine, just a copy of FileMaker. FileMaker
is very opportunistic, it will often take local files over network files
even if you asked for network hosted files.

My guess is that you will find that there are ebase files on the Win 2000
machine and the Admin account (which was set up before ebase / FileMaker was
loaded) is the only account where the ebase files are not in the path.

The fix should be to delete the errant ebase files.
