First off, only the original import records will have legacy ids. Any
records you have added since the original import won't have legacy ids.

You can add fields to the the various import databases or you can import
your new fields into the user fields and then after all the importing is
done move them to their right places. We did that by putting all the user
fields and the right fields on the custom layout screen so we could verify
that it all worked.

The creating new records or not is one of the check boxes during the import
process.

Are you really importing many values for one name, such as happens for
payments? The names file doesn't support that.
