Ebase is a set of FileMaker documents, plus a runtime version of 
FileMaker. When you download ebase and unpack the archive, these 
files are placed on your local machine. When you run ebase, the files 
containing your data are all on your machine. There is no component 
of the system at other locations, and your data lives at your site.

As Eric says, though, there are several other means by which other 
people can get access to your data over the internet. As the saying 
goes, "This is a feature, not a bug." This is the method by which you 
can share your data with remote locations such as other sites your 
organization maintains. You do need to control access, and there are 
means to do this with passwords and firewalls.
