The Admin screen import process is designed to work with the Legacy ID. It treats them specially in a way that I don't think it treats User ID. One would have to read the scripts to be sure exactly what they do. I looked briefly.
First it imports your data into a temporary database. Next it imports that data into the names file using a previously saved setup of what fields get mapped where/how. It is this part which keys off the Legacy ID but there is really no easy way to look at what it is doing as it does all of that with no dialog. One could edit the script and change it to show you the dialog.
