A little more general comment than Eric's. If this is more than 
obvious, I apologize, I'm just reading your message incorrectly.

FileMaker, and therefore ebase, acts on a found set. You select a set 
of records to operate on, by doing a FIND with some search criteria, 
then you sort, report, or print labels, for example. So, you can 
print labels for any subset of records in your database, such as 
city, zipcode, or the like. You can eliminate any records from your 
mailing label run, if you have a field coded to exclude them. As Eric 
suggests, the contact flags are set up for that purpose.
