I can understand wanting to track membership levels. And, I also think what is (equally) important is the ability to assess/track what the total philanthropic/donation level dollars people have given. This is where the Giving Level Report comes in. This is a critical piece of information if you're trying to assess how many gifts/memberships you need at a particular level to meet a particular goal.
The way the report is now, doesn't make a whole lot of sense to me...or, rather, it reports something that is a bit misleading. One assumes (at least I did) that the YTD and the Counts relate to the categories on the left. That is, that you have 1-24.99 category, with 500 people in it, totalling $5,000. You assume that the 500 and the $5K are the calculations on category A. But, if I understand you correctly, the report only picks up those people who are bonefied members, and calculates counts and $amounts on the category rather than the actual giving range. So, theoretically, you could have a member @ $25 level who gives a $5K gift, and thus the YTD would include the $5K would throw all the numbers off (let alone the report looking weird!).
What may make sense with this set up is if your member levels were'nt dollar amounts but rather nomenclature (ie if your member levels were Lone Wolf, Alpha Wolf etc...). Then, you could clearly see that you have 500 Lone Wolves, who, collectively gave $5,000. this is valuable information on a Membership Report.
Even so, we'd still need a giving level report to find out how many people are giving at a certain giving range (regardless of whether they are members or not), to establish what the giving patterns are, how many gifts you need for a certain goal etc....

Let me back up a step. Part of what you are looking for is available in
the report you are looking for. For instance, the report lists total
gift for the year under the YTD $ column. So... if you query the
database to find everyone with a YTD $ amount on the home screen of >0,
you will have a found set of everyone who has given during the year.
That list will be included in the giving level report, but because of
the restriction of the member level defined by the "dues" payments, only
those who have given a dues payment will be categorized by the member
levels.
The piece you want, that of having total gifts define the member level
and hence be divided up in the report, will have to be customized.
Remember that there are legitimate reasons to define members the way
ebase does it. But one program can't handle every need of every user.
I for one will be looking at options for how to handle your needs as I
can see others may also need to do things that way. If I come up with
something, I'll post it.
