Note that when you navigate to the Query screens using the Query tabs at the top of the ebase screen, you are actually in a paused script, which is why you can't get into layout mode. You have to navigate to these layouts from another screen. Click on the Query tab and note the layout name in the layout menu above the rolodex to help you figure out which layout to look for in the layout menu once in layout mode.
