right, this is not possible because to enable static entries, one must
also check off the "Enable static ARP entries" option, which blocks access

In the meantime, is it safe to just edit /var/etc/dhcpd.conf by hand?
Will it "stick" until I try to update anything via the web interface?
Does it get recreated at boot?
