If you have 100 mbit internet connection and your seeing that much delay when using only 5 megabit then it stinks of something wrong with your internet connection. I have 10 megabit (45 in reality but the 4500 here only has 10 megabit nics) and I barely see 30ms when all of the pipe is saturated (10 megabit total).
