The below described procedure is correct (nearly, there is a "-" missing, see 
http://forum.pfsense.org/index.php/topic,1820.msg10603.html#msg10603 for more 
details). The mirrors update the date of the files on every check they do 
unfortunately even if there is nothing new to sync. Unless the filename on the 
mirrors doesn't change (like rc2 -> rc2a for example) the files are not updated.
