We enable DHCP Server in LAN.
We have saved some MAC address of different computers.
Some of the MAC are going to receive a fixed IP, but others don't have an IP
assigned, so they take one from the dynamic range.

When we activate "Enable Static ARP entries" those with the IP configured
received the assigned IP and can communicate with the firewall.
But those with the MAC saved but no IP assigned, they DO get the IP from the
range, but they can't communicate with the firewall.

Is this a bug?

As far as I suppose, once you hace an ARP list, if it becomes static, all the
MAC saved should be able to communicate... wether they have assigned an IP or it
is going to get one from the range.

The behavior has not changed between versions.  We have not committed
any changed to these items in a long time.
