Hmm, as far as I see in the forum, people is asking the same behaviour that we
expect.
Is there any way to:
1. Restrict dynamic IPs to registered mac addresses, and
2. Restrict traffic for all static IP addresses that are not listed in the
static mappings
Is it any thinking in adding this to pfSense (even in the future)?

As far as I suppose, once you hace an ARP list, if it becomes static,
all the
MAC saved should be able to communicate... wether they have assigned
an IP or it
is going to get one from the range.
The behavior has not changed between versions. We have not committed
any changed to these items in a long time.
