Yes and no. I kept testing the "CARP IP" addresses outside of
pfSense on the MAC and it would do the same thing. It was almost
like the CARP traffic was polluting the ARP cache on their end or
something strange.
I almost got the feeling it was ARP related.
I am not generally seeing packetloss, so much as latency (200-500ms).
I tried putting a switch between the modem and the other machines
(wondering if its separate ARP table would do something...). This
did not help. (Go figure...)
