Well, I'd go with something that has at least 1 Mb up and down for something of that nature, but WAN bandwidth usage varies so much from one environment to another that only you can know the answer to that question. Based on your description, you might be able to get by with 100 Kb, or might need 10 Mb. Windows file shares perform terribly over WAN connections where latency is more than ~30-35 ms. You'll want to use the same ISP on both ends to keep the latency as low as possible. Latency is likely more important than bandwidth - getting more bandwidth is easy, lowering latency is impossible. This still may not be enough for adequate file server performance across the VPN link.
