Would destination any allow it to also browse the other vlan also or will that only happen if I create a rule to allow that.? Besides tcp what should I allow. protocol any or tcp/udp to allow the dns also.

I am happy to report that with the new Intel NIC I get an ip address passed

can not get online.

You want destination any, and you're blocking DNS by just allowing
TCP, which is likely why you can't get websites to load.
