What is your end goal? To prevent one user from using a lot of bandwidth, or to insure other users have bandwith when ONE user is hogging all of it.
Traffic Shapping will help you out with the spreading the bandwidth to many users. In my situation if no one is using the internet i don't care if one user hogs all the bandwidth (to some extent). BUT if more then one user is on, i want the bandwidth spread evenly between them. PFSense 1.2 Traffic shapping does pretty well. (I haven't used the new traffic shapper yet) Until Per-IP bandwidth shaping is added. Your best bet is to run ntop during the bandwidth hoging. Assign the problem MAC a static IP in the DHCP server. From here you can totally block the IP or traffic shape it.
