Ahh, I _really_ should have seen this earlier. The DHCP server offers an
available range of 10.1.0.0 - 10.1.0.255. 10.1.0.255 is the broadcast
address.
Is this a bug in pfSense?

DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 7
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 7
DHCPOFFER of 10.1.0.255 from 10.1.0.1
DHCPREQUEST of 10.1.0.255 on eth0 to 255.255.255.255 port 67
DHCPACK of 10.1.0.255 from 10.1.0.1
bound to 10.1.0.255 -- renewal in 2789 seconds.
