Somewhere in the DHCP server configuration you can specify the range
that the server will offer. It also suggest the full range, according to
the IP address and netmask that you configured for that particular
interface.
In there you should specify the range, without the broadcast address.
Like I said, should pfSense _not_ be offering the broadcast address as a
choosable option for an IP address for a client computer?:
