as Chris B says, get a VPS in geographic area of choice and set up a VPN on local network, set up VPN end point with a routing policy to send traffic from your TV to the VPS. you might want to add a proxy too, be sure to strip forwarded for and via headers ;-) I did this and successfully accessed Hulu from the UK, but the latency/jitter made it somewhat pointless (but I did use a low-grade VPS). I have colleagues who access BBC iPlayer in the UK from other countries this way.
