Thinking of the old Novell days, you can write your own interface and replace the shell=explorer.exe in the registry.
I would be thinking of a simple locking interface and application list and you can reset anything you want while you reset the connection. I have done similar things for internet kiosks by replaced shell= to the kiosk browser.
