I don't know if it's possible with the device you're using, but on older modems that obeyed the AT command-set it was sometimes possible to tell them to not negotiate any speeds higher than a certain value. If it's possible to convince your 3G or LTE modem to not report speeds in excess of 10MBps, it might work as is. No idea what magic AT command would do so, however - I haven't used serial links (never mind Hayes command-set modems!) in quite a long while now.
