I've now re-re-installed Pidgin 2.12.0, using the "online" installer and making sure that GTK was checked. Now, if I am connected to a VPN, then Perl still fails to load. If I am not connected to that VPN, then Perl loads. (This is not ideal, since the time that I mostly want to use Pidgin, I'm connected to a VPN).
