Are you using the older plugin or the new one? ICQ dropped support for
older protocol¹, so if you're using the older plugin, it'd be
surprising it even works.
Though if you're having the problem with the newer plugin², you might
want to report a bug over there.

Pidgin is simply repeating the message that icq.net sent.
