What you downloaded is a source code archive, I doubt you're
interested
in it ATM. Please, scroll that page a bit, and read the instruction
that is there. It has paragraph "Windows install" which says,
quoting:

of my other plugins before, you'll need libjson-glib-1.0.dll in your

download).
