Hi David,

if you are asking if the ACN/SN3D FOA is the same as the B-format, yes, 
first-order is the B-format anyway you look at it. 
The B-format in ACN/SN3D convention is the same as in the traditional 
definition without the W scaling and in the ACN order:

B_ACN_SN3D = [sqrt(2)*W Y Z X].
