That is *not* the same question but in other words. I have a sneaking
suspicion that the roundtrip and processing latency inherent in the
wireless connection would make this approach utterly impractical. The
decoding would have to be done on the device to  be bearable to listen
to without making the listener feel disoriented. It's the same problem
as with VR headsets. In that case it's common to shift the image x
pixels left/right/up/down as it's being drawn to make it match the
latest position information, and not rely just on having the computer
shift the view, which might take many tens, if not hundreds of
milliseconds.

In this case, the most likely solution is to figure out what encoding
the Airpods expect, and somehow convert your data to that format and
figure out how to send it to the Airpods.

It might be legal to do so if you could, it's just not possible. Or at
least very difficult. If they cryptographically verify any code before
it's allowed to run, you'd have to figure out a way to crack or bypass
that check. iOS is a high enough value target that people continually
develop jailbreaks for it. Airpods might not be interesting enough for
that to happen. I hate it as much as the next somewhat freedom minded
guy, but such is life. (Note, I've never owned any Apple phones or
audio products, and never will.)
