It is, provided the 'room sound' mixed into the binaural signal more or less matches what your brain expects for the room you are actually in (or suggested to be in when using VR glasses), or for sounds that are very close to your head (so room sound doesn't matter much) as in the famous 'haircut' recording. If you were sitting in e.g. a church when listening to that radio program it very probably would not have produced the same effect.
