Not necessarily, it depends on what kind of track and where the plugins are inserted. If the track positions a mono sound in space with an Ambisonics panner/encoder, you can insert the EQ or processing before the encoder/panner. You will only need one instance instead of 36 in the example (or two if stereo, etc).

If the track is already Ambisonics (an Ambisonics microphone recording, for example) then you will need as many instances of the EQ as channels, of course (that depends on order, most common would be four for first order microphones, less common 9[*] for second order or, say, 16 instances for a 3rd order recording).
