Sorry... It was indeed Outlook Express trying to be clever by autodetecting
charsets - even though I told it to use 'Western European (ISO)'. This should
now default to ISO-8859-1.

This should now have changed - at least, it appears to be 'iso-8859-1' at this
end right now.
Again, apologies to anyone inconvenienced by Outlook Express's handling of my
mail.
