If you have at least 16megs of RAM, then you can boot Linux from
a floppy and run a FTP daemon from ramdisk.  Everything you need
(OS, networking, daemon, security, etc.) will fit on one floppy
disk.  The Linux Router Project (a complete TCP/IP router on a
single floppy disk) will get you headed in the right direction.

Note:  once Linux is installed in ramdisk, it is able to access
the MSDOS/WIN files on your harddrive.
