I had some problems with this, too, using Pegasus 3.22 (I've noticed
you're using 3.40). Matthias Paul of Germany (you've most certainly
noticed his contributions to the opendos-list) gave me the following
advice:

Set the environment variable "TZ" to whatever value you need, like
this:

set TZ=+0200

Easiest is to add this line to Autoexec.bat.
