Okay, from file menu in program manager, select new
you get a dialog box with two radio buttons, one for new program group, one
for new item.  Select one, group for group, item for the individual icon,
the shortcut.
If for program group, you'll be prompted to name it.  Do so and finish.
Voila, new group.  You can drag and drop icons from one group to another
for icons already present.  When you get an empty group (after moving or
tossing the shortcut icons in it) you can just delete it with the delete
key.  Note, no second chance recycle bin! hehehe, but you knew that, didn't
you?
For icons, you must browse your way to the directory and select the exe to
which they point, or type in the path to same.  Then the icon will create
into the highlighted program group on your desktop.
Easy sneezin'!
Remember, program manager--> file --> new ---> group or item
drag and drop to shift stuff around into new groups.

  can also minimize program groups and click, then second click on
highlighted name (not double click, select then click on name) to just
edit/change the name of an existing icon or group as you desire.  Macintosh
pioneered this stuff, I think, I remember doing it there before windows
existed.

If not clear enough, I'll re-explain the muddy parts in a different fashion
upon request!  Oh, and if I have some terms wrong, it's been eight months
since I used that O/S and may be fuzzy.
