Thank you, Bernie! I've downloaded version 2.90 from your website. So it
seems now that the last version of VMiX that we have is dated September 17,
1993. There aren't any new clues about J. Anthony Borras within VMiX's
documents, however.

I don't know why -- but that URL is not accessible to me. But such language
coming from a "military" site tends to make me cautious! There certainly
isn't anything "suspicious" about VMiX 386, at least not in this last
release of it.
I am curious, though, about Mr. Borras's Quarterdeck connection, if any.
